Local differences were noticed by the first ethnographers describing Estonians (e.g. A.W. Hupel in 1777). The main regions fall into South, North, and West Estonia, and the islands as a separate group, reflecting ancient tribal peculiarities. By the 19th century the differences had evolved and persisted due to serfdom, which gave people permission to move mostly in the confinements of their home parish and meet each other at church. Women's garments were defined by local features more than men's were.
